The Chairman opened the meeting by calling for reports from the three established panels. Chairman of Panel Al was the first to report. He indicated that there were two issues that the panel had reviewed. a. Promotion policy. They questioned whether the panel should, in addition to career personnel, consider reserve and contract employees. b. If there should be a grade cut-off in the physician group, such as GSM-15, or should the panel consider employees above that grade. On these two issues he looked to the Board for guidance. In addition, he stated that the panel had reviewed a list of points which they might use in judging promotions. Lastly, he stated they had raised the question of whether the two psychologists should come under the purview of Panel A. 2. Chairman of Panel B, then spoke on the activities of that panel. He stated that they had had two meetings in 1966 and accomplished the following: a. Reviewed a paper that was written in 196+ regarding psychol- ogists in CIA. b. Reviewed promotions and requirements. Established criteria similar to that of Panel A for the purpose of competitive evaluation. c. Conducted a competitive evaluation of GS-13 psychologists on the A and E Staff which number five. He reported that the panel raised the question as to whether there is an option for the employee to belong or not to belong to a particular panel. 3. Chairman of Panel C, reported that they had met on several occasions. Their main effort was in determining the policy for conducting com- petitive evaluations. They in turn established criteria for competitive eval- uations and completed an evaluation of the GS-08 group and indicated that they planned to conduct an evaluation on the GS-09 group in the near future. There was then a Board discussion centering around three questions: a. Membership and eligibility. b. The application of two Psychiatric Staff psychologists for participation in Panel A. c. The grade spans of panel responsibility. Regarding Question a, Panel A reported that they had three categories: career staff, staff-non-career, and contract; and for career planning they felt they should limit themselves to career staff, but that promotion policy would be for all groups and that they felt it was appropriate for Panel A to consider personnel desiring conversion from one category to another. Regarding Ques- tion b, Panel A's position was that all panels should proceed on a functional basis rather than an organizational basis. On this statement the Board agreed. Panel A felt that the application of the two psychologists was not appropriate and that it be denied. Following disucssions by the Board members, this ques- tion was tabled by the Chairman... Regarding Question c, it was determined that the grade cut-off would be one grade below that of the panel members. 5. The Chairman called for a Career Service Board meetin on 24 February 1966, at which time he would call for a status report from the panels. He asked that an Agenda be prepared in advance. Chief, Psychiatric Staff asked that the question of secretarial promotions be part of the Agenda. 6.
