MEMORANDUM FOR: CHIEF OF STATION
FROM DEPUTY CHIEF OF STATION
SUBJECT PROPOSED CHANGES IN OFC-OC TRAINING PROGRAM AT
I-RTIAL
I. DURING THE PAST SEVERAL MONTHS 1, TOGETHER WITH OTHER MEMBERS
OF THE OPERATIONS TRAINING STAFF, HAVE DEVOTED A CONSIDERABLE AMOUNT
OF TIME TO THE STUDY AND DISCUSSION OF THE PROPOSED CHANGE IN THE
CAREER TRAINEES' TRAINING PROGRAM. ALL PROPOSALS HAVE BEEN CAREFULLY
REVIEWED TO ASCERTAIN IF ANY DAMAGE COULD BE CAUSED TO OPERATIONS
COURSES AS A RESULT OF THE MODIFIED TRAINING PLAN. I HAVE EXAMINED
THESE PROPOSALS BASED ON THE ASSUMPTION THAT THE MODIFIED PROGRAM
WOULD NOT NECESSARILY BENEFIT OR IMPROVE EXISTING COURSES GIVEN AT
RATHER, THE ADOPTION OF THE PROPOSAL WOULD PRIMARILY AID
AND IMPROVE ONLY THE CAREER TRAINEE SELECTION AND RECRUITMENT PRO-
CESSES AND THE OTR COURSES PRESENTED IN HEADQUARTERS.
2. ALTHOUGH I AM STILL OF THE OPINION THAT ADOPTION OF THE NEW
PROGRAM WILL NOT INCREASE THE EFFECTIVENESS OF OPERATIONS TRAINING,
I DO CONCLUDE THAT THE PROPOSED REORIENTATION SHOULD NOT ADVERSELY
AFFECT THE QUALITY OF SUCH TRAINING. ALL COURSE MATERIALS CURRENTLY
USED IN THE OC WOULD STILL BE USED IN EITHER THE OFC OR THE MODIFIED
OC. THEREFORE, THE SUBSTANTIVE INSTRUCTION RECEIVED BY STUDENTS
UNDER THE MODIFIED PLAN WOULD BE THE SAME AS THAT NOW RECEIVED BY ALL
TRAINEES, ALTHOUGH THERE WOULD, OF NECESSITY, BE SOME CHANGE IN THE
CONTINUITY OF THE PROGRAMMING. THE IMPACT, IF ANY, OF THESE CHANGES
COULD BE ASCERTAINED ONLY AFTER A RUNNING OF THE COURSE.
3. THE ONLY MAJOR DIFFICULTIES ANTICIPATED COULD OCCUR WHEN TWO
OFCS ARE RUN SIMULTANEOUSLY. THIS WOULD BE IN MARCH AND SEPTEMBER
OF EACH YEAR WHEN OPERATIONS TRAINING MUST BE PROVIDED FOR NON-CAREER
TRAINEES FROM THE DDP AND DDS DIRECTORATES AS WELL AS FOR CAREER
TRAINEES. I BELIEVE THAT THE OT STAFF CAN ACCOMPLISH THIS WITH A
MINIMUM AMOUNT OF CONFUSION AND CERTAINLY EASIER THAN THE OPERATIONS
SCHOOL/OTR, BUT IT WILL PROBABLY TAKE TWO OF THESE SIMULTANEOUS RUN-
NINGS TO SOLVE MOST OF THE ADMINISTRATIVE PROBLEMS.

`t. IN SUMMARY, IT IS MY OPINION THAT ADOPTION OF THE PROPOSED
TRAINING PLAN WILL PROVIDE CLANDESTINE SERVICES PERSONNEL, BOTH CTS
AND NON-CTS, WITH ABOUT THE SAME QUALITY OF OPERATIO S TRAINING THEY
HAVE BEEN RECEIVING FOR THE PAST FEW YEARS.
