SUBJECT: DDS and DDP Staff Meetings, 12 May 1965
1. The following subjects were covered at the DDS Staff Meeting:
a. Bannerman chaired the meeting. He explained that the DCI
morning meeting was now lasting one to one and one-half hours, or
about twice as long as previously. Col. White joined the meeting at
about 1030 and repeated the same information. (I might add here that
made the same observation at the DDP Staff Meeting.)
b. I gave a half-hour presentation ono H&STATSPEC
explained that its mission is to monitor foreign broadcasts as a service
of "common concern" for US government agencies. He gave an inter-
esting and informative presentation. I took notes on it but I will not
dictate them unless you feel there is a need for this information.
c. Col. White reported on the following items:
(1) With respect to the DDS Administrative Instruction #65-5
on weekly and interim reporting of significant activities, he explained
that the Director wanted the Deputy Directors to report each week on
each of their major components. Col. White stated that additional in-
struction with more precise guidance as to what is wanted would be forth-
coming. He then proceeded to explain what is wanted -- the items are to
be short, pithy, and able to stand very much alone. In them, we must
anticipate what questions may arise and make certain that the article
itself is complete enough so that Col. White will be able to respond directly
without any further reference to the office of origin.
(2) The Director does not want his Navy title used on Agency
correspondence for his signature. He wants it to appear, William F.
Raborn, Director of Central Intelligence. The question of whether to
leave off the Junior was not raised. White suggested that it be left off,
25X1A at least for the time being. I reported the same
information about not using the Director's Navy title. Tom stated that
since his return to his office, however, he had received a call from the
Director's office to hold everything. Therefore, Tom instructed the
DDP Chiefs to continue as they are now doing until they get more specific
structions as to what changes are desired. )

(3) If the Director asks for something in the morning meeting or
if a request comes from elsewhere within the Director's office, White
wants Office Heads in the DDS to regard it as the most urgent matter
before them, even though it may not be the most important in their own
minds. This same admonition applies to requests from the DDS's office.
If a project or report is under way but will not be completed for some time,
it is still important to keep the DDS informed as to what progress is being
made.
d. Bannerman reported on the following:
(1) The 1966 operating budget is due on 19 May.
(2) The question of personnel ceilings has come up in discussions
with the Director in connection with the Task Force for the 25X1A
Col. White interjected that it had arisen in connection with
the possibility of a similar type task force in the event of real hostilities
Col White stated that he had informed the
Director at one of the morning meetings that we could put together one
such task force at a time under existing personnel ceilings, but if a multi-
plicity of such task forces were envisioned, it would be necessary to
increase the Agency's personnel strength. Col. White indicated that he
felt it may be possible to get a personnel increase if a good, hard case
could be made for it. He believed that Commo may be able to make such
a case and make it stand but he doubted that the rest of the DDS could. 25X1A

Director feels that we must be ready to move in force in any contingency
situation. When informed of the Agency's personnel ceilings, the Director
expressed the belief that the Agency should not be bound by such
"artificial" ceilings. Tom elaborated that the Director had expressed the
view that you can get just about anything you want if you make a good case
for it. Tom concluded that the Clandestine Services may be invited to
review their personnel requirements but he, too, admonished Staff and
Division Chiefs that they better be prepared to defend their requests.)

and there was talk of "beefing" up the station. According to Tom, the

where he will attend the Support Conference in (27-28 May).
He would like to arrange with Office Heads for a briefing this coming week
on any issues or problems that might arise at the Conference.
2. The following subjects were covered at the DDP Staff Meeting which

a. Careful thought should be given to closing down any bases. The
Director has the feeling that the Agency should be everywhere and in force.
Therefore, make certain you have top management's approval before closing
down any bases.

c. The Clandestine Services were advised by the Office of
Security that they had 42 security violations during April. This is up from
24 in February. EE and FE were the principal offenders.
d. Reference was also made to the Director's desire to be briefed
by the Deputy Directors each week on the progress and activity of each
of their major components. Kirkpatrick will supply follow-up instructions
as to how this is to be done in Clandestine Services. The Director has
agreed, however, to permit the DDP to brief the Director in his own
office immediately following the morning meeting on those items which
in the DDP's judgment should not be brought up before the other Deputy
Directors.
e. The Director will be meeting shortly with the President's
Board. He has already met with Clark Clifford. Kirkpatrick will be pulling
together matters of interest for the discussion.
f. reported on his recent trip to the Far East. He
had the highest praise for Agency personnel at all stations. In

g. I referred to the recent Ambassadors Conference
at Baguio. He stated that he wished to voice a note of alarm in connection
with Rusk's statement at the Conference. Rusk had reportedly indicated
that there was a real possibility of a war in the Pacific growing out of
our present stepped-up efforts in South and North Vietnam. F _j
observed that if this were, in fact, believed to be a very real possibility,
he personally found it extremely distressing that there seemed to be no
where in government (except the military) any real planning to deal with
such a development. requested F_ I to
meet with him immediately after the staff meeting to see what, if any,
steps in this direction should be undertaken by the Clandestine Services.
