MEMORANDUM FOR THE RECORD
SUBJECT: DDS Staff Meeting, 14 September 1965
1. The DDS called attention to the House Subcommittee findings

in support of the Agency. DDI and DDS&T will select scientists from
whom panels will be formed. There will be periodic meetings between
the Directorates and the panels for cross briefings.

sponsored research in foreign countries with respect to possible adverse
effects on our foreign policy objectives. DDI is the focal point for all Agency
coordination with State except for the DDP. Tom Hughes, Chief of the Bureau
of Intelligence and Research, will be the focal point in State, although DDP
divisions will coordinate with their opposite numbers and assistant secretaries.
5. There will be a new Agency space survey by a Logistics Team
headed up by 0. The team will analyze requirements as they
exist today and attempt to project requirements for the future. Each office
should get in its projected requirements and, in doing so, "we should wear
our 15-year hats" as well as consider early requirements. DDS said that
we might construct one or more buildings at Langley. We now have three
buildings at Rosslyn and may pick up another one for a total of four. We
either have or will have
6. General Taylor has been assigned to the White House and has
his office in the Executive Office Building. He is working with the President's
Foreign Intelligence Advisory Board and will have a number of other respon-
sibilities. A principal responsibility will be that of reviewing all Govern-
ment activities in the counterinsurgency field. General Taylor has been
authorized to call on any Government agency for personnel to assist him
in his tasks. John Bross is the Agency's liaison point with the Presi-
dent's Foreign Intelligence Advisory Board. DDS asked that, should we
receive any requests from General Taylor or his staff, we buck these re-
quests quickly up through channels.
7. DDS referred to the 1967 budget and to the fact that DDS has gone
in for an expansion of DDS 1967 personnel and fiscal requirements. He
points out that the original DDS budget had been drawn up and submitted
prior to firm knowledge of the programs and expanded requirements of
the other Directorates and before an Agency which
was put in for Agency build-up in Southeast Asia. Apparently, the Bureau
of the Budget has given us an informal commitment of approval for this
8. Dr. Tietjen said there may be a little more flu during the Fall
of this year than last year and encouraged personnel to get their flu shots.
9. September 17th marks the 18th birthday of CIA and there will
be an awards and honors ceremony at the Auditorium on September 17th
at 1200 hours. Attendance is by invitation, There will also be recognition
of personnel recently honored such as the DDCI, personnel who had received
NIPA awards, and so forth.

10. There was discussion of the new Civil Service Retirement
plan which provides for 8. 1% increase in annuities for those who re-
tire prior to 1 December 1965. Emmett Echols warned that this re-
tirement plan is not as good as it looks and suggests that Personnel
Officers familiarize themselves in detail with the comparative benefits
of retirement under this proposed legislation (the President has not yet
signed the bill) and Agency retirement. The Civil Service plan is not
applicable to CIA personnel and the Agency would have to go in with an
Agency bill in February or March 1966, establishing a different date.
11. Alan War field mentianed that DDS will have to provide a DDS
briefing for a new Bureau of the Budget officer (name not given). Warfield
wanted one brief and sexy story illustrating the ability of each DDS office
to react quickly to unusual demands or crises, submission date to be the
end of this week. Warfield said OTR did not need to do this as DDS
25X1A was familiar with the Dexample.
12. DDS referred to an instance in which he had called an office
and gone down a half a dozen names before anyone responded on behalf
of the office. DDS emphasized that when the Chief of an office or the
Deputy Chief is absent and cannot be reached even for a few hours during
the day, someone else should be asked to be available in his office. This
should go right down the line in terms of always having a responsible
officer available.
13. DDS asked that each office head contribute one item of general
interest to the DDS Staff Meeting even though the item might already be
known to the DDS, himself.
