SIGNIFICANT ITEMS 1. On 4 November 1965 the Deputy Director of Central Intelligence directed a memorandum to the DD/I, subject "Intelligence on Communist China", in which he identified a number of problem areas which require additional attention. Among these he listed, as sub-paragraph 1 a, "The problem of obtaining personnel academically trained in fields applicable to our intelligence interest on China and in the Chinese language." oT+?- ly '' [We in the CTP)have taken or are now taking the following actions which relate to this problem:- 25X1A 25X1A 1 0" 25X1A 25X1A *`; During the past few weeks, have met a number of times with Mr. John Cookson, Chief of the Foreign Languages Branch of the National Defense Education Act Fellowship Program, U.S. Office of Education. From him obtained a list of all U.S. students who are currently enrolled in graduate-level programs of Chinese and related studies on NDEA fellowship grants, plus access to his files for back- ground information on any or all of the students. A random sampling of files reflected a uniformly high level of qualifications. The list totalled 198 individuals, attending a total of 23 U.S. colleges and universities. I discussed this source with Mr. and the intra-Agency China Intelligence Committee which he chairs, lis of_a~ll former holders of grants for Chinese studies and of students currently enrolled in undergraduate Mr. Cookson and expect to obtain within the next few days] and gave him a copy of the list. There have been 41 in all, of whom 35 are still on duty. Their names, the Agency-sponsored Chinese training they have had, their levels of proficiency, and their assignments as of 30 June 1965 have been summarized and the information made available to appropriate offices. f". r?am currently in touch with the Acting Director of the Foreign Service Institute, Mr. Howard Sollenberger, who is a Chinese scholar of considerable note, to explore with him any possibilities of useful action. He has first-hand knowledge of most of the Chinese Language and Area programs in the United States and abroad. 25X1A 25X1A 25X1A 25X1A 2. We continue to get bad news from the operating offices concerning the availability for training of Internal candidates who have been accepted for CTP. We have just been informed that an RI candidate who was accepted for the October 1965 class, and who was withheld until January by his office because of work-load, will also be withheld from the January class. There are 12 others in total whose availability for a specific class in future remains undetermined. suggest that we are on the right track. 3. Our first venture in on-the-spot field interviewing, 'in follow-up of the recruitment effort, took place this week. After having laid on the necessary arrangements through the Recruitment Division, Mr. spent Monday and Tuesday in the Boston area where he interviewed fifteen out- standingly qualified candidates. A detailed account is now bein com iled and will be the subject of a subsequent report. initial impressions are distinctly encouraging anc B. NORMAL ACTIVITIES 1. has been permanently transferred to DD/P/WE, effective 21 November. 2. Lt. a military CT on attachment to WE Division, leaves the Agency as of this week. He declined,for personal reasons, to accept assignment to FE Division/Viet Nam. His period of military service comes to an end this week and he is in the process of becoming a civilian, to be engaged in a family business enterprise.
