Acting Training Officer for DDI, who had been asked by Mr. Paul
Borel for information on the "George Washington" University Seminar
and Workshop in Intelligence Analysis. Mr. Borel wanted to know
the extent of our knowledge of the course and the support we gave to
it.
A. Early this week I received a call from
First of all, I told Nancy it was the American University and not
George Washington University. questioned me
on this point later in the da because Mr. Borel insisted that it was a
GW course. I convinced that it was truly A. U. and he so advised
Mr. Borel). u
kindly gave me all of the particulars on the devel-
left A. U. and was replaced by a retired Navy Captain,
opment and administration of this course and I passed the highlights of
this briefing to Nancy. The course was brainchild. He 25X1
began working on it in anticipation of his affiliation with American Uni-
versity following retirement from the Agency and OTR in February
1964. His Agency security clearance was continued after his retire-
ment at the direction of Mr. Kirkpatrick so he could have easy access 25X1
to Agency personnel in planning and developing the course. Subsequently,
, who is now in charge of the course. I explained to Nancy
scheduled to participate as guest lecturers are:

Weekly Activities Report No. 40 (Cont'd)
6 - 10 December 1965
B. Administrative Officer in the O/DDS, in-
quired about the status of the recent program within the DDP to
verify foreign language competence among CS careerists. I was
able to tell him that the first stage of the testing has been completed
and referred him to the DDP/TRO's office for further information.
Ted's inquiry was in connection with a proposal to initiate a testing
program within the DDS. I told him of OTR's having already taken
steps to update the language status of its careerists but I did not
detail it further.
Apropos of OTR's testing, presently 193 STs have returned the
forms on which they were to identify the status of their foreign
language competence and their plans to be tested, if such applies.
Of the 193, 81 want to be tested; 34 no longer claim a once-identified
skill, and 78 have no proficiency. Exclusive of the specialization of
there are 21 languages represented
among the 81 who are to be tested.
C. Announcement of the Spring Semester of the Off-Campus Pro-
gram has been delayed because of the slowness of George Washington
University to agree to the final list of courses to be offered. Its de-
cision to withdraw Anthropology and International Affairs from the
Spring Program was made just this week; intends these 25X1
courses to be offered only in the War Colleges. We have assurance,
however, from the Regulations Control Staff that distribution of a
Headquarters Employee Bulletin can still be made by 3 January.,
Registration dates are 20 and 21 January.
