She casually mentioned that yesterday she received 50 more requests for this program and that she will never get to them before the starting time. She did commit herself to accepting our GS-18 application. She said, "Since the President's directive, my desk is just stacked with requests for all ADP programs. " 2. For the National Interdepartmental Seminar beginning 13 September, our present candidates are Messrs. 25X1 3. During the past week there was a rumble between 25X1 the OS Training Officer, Mr. and the 25X1 It concerned how training should be handled and who is trying to follow the 25X1 f Training procedures. Again the Telephone Circuit Analysis Course muddies the water; spaces were secured from the JCS_llocating one space in the 6 October class. Mr. assured 25X1 Mr. that there were two spaces in the October class assigned to CIA with "It is a good thing that OSI (Office of Special Investigations/USAF) is keeping up with the quota because no one else seems to. " Mr. 25X1 confirmedwe have only one space and that the JCS will be most unhappy if someone else is securing spaces without their knowledge. I reconfirmed with Mr. that we 25X1 5. On 17 August the OC Training Officer, Mr. called and asked why Mr. was 25X1 required to sign a training agreement. Mr. 0 feels 25X1 that because he was directed to attend the Wisconsin Manage- ment Program he should not have been required to sign the agreement. Also the fact that he has worked for OC many years and is a responsible OC officer should have been considered. I explained that it was exactly this type person and program Col. White had in mind when he enlarged the coverage on training agreements. Yesterday Mr 25X1 questioned us on the history of training agreements. As stated in my 20 July 1964 Weekly, I am still in favor of including a breakdown of requirements in the regulations. I would also like to recommend that some sort of career development pitch should be included with an either/or outlook. CONFIDENTIAL SUBJECT: Weekly Activities Report No. 23 16 August - 20 August 1965 6. Also this week we began withholding procedures on Messrs. rom ORR 25X1 25X1 who resigned on 13 August. When the resignation list arrived on 6 August we missed them. It is our job to monitor training agreements. Unfortunately it was the day of departure combined with other rush jobs. Both gentlemen were under agreements because they had accumulated 12 credit hours at local universities. Although we did not catch the error before their clearances, we alerted OP in time to stop their final pay checks. OP, tried to telephone the employees but without success. He will now write them letters advising the suspension of all payments until they send him authorization for deductions. 7. During a conversation with Lt. Col. Robert Bieber, AFPTRE, confirming the Agency's quota at the Air War College, we requested a space in the Command and General Staff Course, Maxwell Air Force Base, for next year. It is our understanding that when they send us the invitation letter, we will either accept or return the space at the same time we confirm the Air War College allocation.
