Dr. Strausz-Hupp is the Director of the Policy Research Institute at the Univer- sity of Pennsylvania. He is also what Arthur Herzog, in a recent book entitled The War-Peace Establishment, has called the chief of the forward strategists in t e United States. He also made it clear that, to him, Western Europe was still the pivot of world power in the struggle between the East and the West, and that the prob- lem of de Gaulle was the problem of France, not de Gaulle. Dr. Strausz-Hupe was a little rough on the State Depart- ment, and he held his military audience in the palm of his hand for a good two hours of interesting talk on "The Vital Interests and Major Objectives of Our Major Allies". r 2.
