SUBJECT: Discretionary Authority to Pay Unsupported Prepaid Freight

1. General. This Circular directs attention of Government agencies to
Comptroller General's decision BB-121220, dated August 2, 1957 (copy
attached F, on the above subject.
In the decision, the Comptroller General stated that where pre id
freight (including express) is charged as a separate item on a con-
tractor's invoice and the charge appears to be reasonable but_is
n9t sported by the paid freight bill, the eneral Accounting

2. Effect of Decision. This decision will reduce certain administra-
tive costs of both the Government and its vendors, facilitate pay-
ment by the Government of contractors' invoices which include
unsupported prepaid freight charges as a separate item, and elimi-
nate inconsistencies in. the processing by different Government
agencies of such invoices.
3. Use of Authority. Agencies are urged to use the discretionary
authority granted by this decision to the maximum extent practicable.
