Release ofNIS to Major Subordinate NATO Commands Colonel James J. Iiauaman, who will replace Major Malone, reassigned. 3. Collection coordination LbMrb Copies of an EIC Report, "Washington Coordination of Economic Intelligence Collection Requests to the Field" were distributed to the members. The report sets forth the intelligence collection facilities and procedures in Washington together with a directory of IAC collection personnel and assigiments. The Chairman introduced the Air Force NIB Committee member designate, e The Committee discuss th release of NIS to major subordinate NATO Commands as proposed in rand= of 23 November 54 from the' Chief, Control Section, G-2, to Cha , NIS Committee (refer to paragraph 9 D, NIS Committee Meeting No. 18 . This memorandum indicates SHAPE has requested that the USNNR be authorized to release NIS elements to subordinate NATO Commands without recourse to the Secretariat/State-Defense Military informat rol Committee. The Department of the ArnEr recommends that the U , be authorized to determine need-to-know and to release in the system appropriate NISS elements from among those offered for release to SHAPE to major subordinate NATO Commands. . The Chairman reviewed the present policy an release of NIS based an IAC-D-1i /12 (Revision 1) as set forth in NIS Committee Meetings No. 169 and 170. The release to SHAPE and SACIANT is determined by the respeotive Executive Agencies on a need-to-know basis. There is a standing requirement for S/SIAIC to supply D/'B with copies of releases to SWIPE and SACLANT and, as the need-to-know is established, to their major subordinate commands. The Committee held that, since the recommendation of the Depart- ment of the Army was consonant with the above policy, there was no objection to SDMIC delegating authority to the USNIIR, SHAPE and USNLR, SACIANT for release of NIS to the respective major subordinate NATO commands. The Committee therefore requested the Vice-Chairman to draft a memorandum for S/SDMIC which reflects these views and, by attachment thereto, to indicate the status quo of relevant NIS elements in the following categoriest (1) fully controlled, (2) released to SHAPE, (3) released to SACIANT. The draft and its attachment will be reviewed by the Committee at its next meeting. 5. Revision of JCS Priority List The Chairman said that it has been nearly two years since there had been a revision of the JCS Priority List. He proposed to draft a memorandum to the JIC requesting a re-examination of the high priority areas to reflect current requirements of the Joint Staff. Included in the memorandum would be a list showing the percentage of completion of each NIS area. The Committee concurred in this proposal, 6. Designation for Segmented Areas In considering State's request for appropriate designation for the NIS elements on China (refer to paragraph 9 C of NIS Committee Meeting No. 184) 9, the Chairman said that a study was being made by the D/B Staff to determine a general terminology for such situations. Essentially, there are two general systems which might be used: A. Designation of segmented areas by area number plus letter, for examples NIS 39 designates China as a whole, whereas NIS 39 A would indicate Co?muinist China, 39 B Nationalist China, and 39 C Hong Kong and Macao. This designation would not affect the geographic area breakdown used for Chapter II purposes, except that the Romam numerals would be used with the Chapter and not with the area designator; for examples Manchuria would be designated NIS 39, Chapter IT, Part II instead of the shorthand designation 39-II, since a different part breakdoea might be used in another Chapter, which would lead to confusion. B. Designation of segmented areas by Roman numeral at the Chapter or Section level. This is an extension of the method now used for geographic breakdown and would permit of a single system throughout the NIS, although the homan numeral designators could Approved For Release 2000/08/04: CIA-RDPJ8.D5597A000400030015-4 Approved For Release 2/08/04 : CIA-RDP78-05597A00040004 5-4 refer to different segmented areas in different Chapters. Using the above examples in the case of Chinas the geographic part breakdown in Chapter II would remain unchanged, while the political part breakdown within Chapter V would be, Part I - Communist China, Part II - Nationalist China, and Part III - Hong Kong and Macao. The same part designators would be used for Chapters IV and VI. The members were requested to examine this matter as a basis for further discussion at the next meeting. ?. Intelligence Control Directive The Vice-Chairman invited the Committee's attention to DCID No. 11/2 approved 15 November 1954 which establishes uniform procedures to control the dissemination and use of intelligence and intelligence information. Pursuant to this directive it will be necessary to use hereafter in the NIS the control statemnt, NOT RELFASABLE TO FOREIGN NATIONP I$ in place of the control state- ment, FOR US OFFICIATE ONLY. The Committee approved this change for NIS purposes. The. Vice-Chairman said that the new control statement would appear on all "Comments on Principal Sources" and on the cover and all pages of NIS elements controlled in their entirety. He noted that, since the dissemination of NIS to foreign governments is controlled by IAC-D-15/12, it will be unnecessary for NIS purposes to use "control statements with exceptions" as provided for in the directive. Since the Committee members had not had opportunity to study DCID No. 11/2, the Chairman suggested that further discussion be deferred until the next meeting. 8, Contributors' Statement.- Key Personalities Elements The Committee approved the revised standard Contributors' Statement for NIS Key Personalities elements submitted by State, which is as.followss "This publication was prepared for the NIS under the general coordination of the Central Intelligence Agency. Culturl, political, and economic biographies were contributed by the Intelligence Organization, Department of State; scientific biographies by the Central Intelligence Agency; military biog- raphies by the Office of the AC of S, Q-2, Department of the Arai; naval biographies by the Office of Naval Intelligence, Department of the Navy; aviation biographis s by the Directorate of Intelligence, USAF." It is understood that only relevant portions of the above standard statement will be used with each Key Personalities element. NIS 66 25X1X7 Following up on specific production questions?rd in connection with the development of the NIS State submitted a written statement recommending coverage on certain sections of Chapters IV and V. The other members will shortly submit written statements of their requirements, When these statements are received , the Chairman will prepare a comprehensive statement of the NIS position in a memorandum addressed for Committee 25X1X7@ approval before release. 10. MiscellarXyr A. In line with procedure outlined in NIS Committee Meeting No. 181, Paragraph 9 G, the Army member was advised of two sections which were overdue beyond the six weeks' period established for review. The Army member will look into this matter and advise the Chairman of his findings. B. In accordance with a request by Navy, Section 80 (M) of NIS 18 (Czechoslovakia) was postponed until February 1956. 0. The Arty member requested permission to return copies of NIS for which they do not have storage facilities. The Vice Chairman will take the matter up with Ricords Center as soon as the Armin member has advised him 'on the approximate amber of NIS elements involved. D, The State member wished to remind all contributors of the fact that a Key Personalities Unit is scheduled on NIS 39 A in 1956. It is expected that this will be a particularly large unit, requiring considerable time in preparation. E. The State member requested the members to consider the possibility of substituting MIS 4 (Netherlands) for NIS 5 (Belgium) in the schedule for Chapters I for FY 1956, This would result in scheduling N1S 5 in FY 1957, The members will report on this matter at the next meeting. 11. The next meeting of the NIS Committee will be. held at 1000 hours on Tuesday, 21 December 1954.
