National Intelligence Survey (NIS) Coverage Plan

1. In accordance with reference (a), the NIS Committee submits
to the United States Intelligence Board (USIB) the attached NIS Coverage
Plan reflecting the Committee's recommended long-range production
program.
Concept
The plan, which is intended to replace the more limited
2-year production forecast formerly submitted each year by the NIS
Committee, 1) establishes NIS area priorities for General Survey
maintenance, 2) specifies for each NIS area the supplementary topical
coverage required over and above that provided by the General Survey,
taking into account agency capabilities and available resources, and
3) thereby provides USIB with a broader base of pertinent data with
which to carry out its responsibilities as prescribed in reference (b).
3. General Survey
Under the plan the General Survey continues as the primary
unit of NIS coverage. General Surveys on some 33 areas of high
strategic importance are to be maintained at intervals of about 3 years
or less. Some 75 others will be revised on an average of every 4 years.
No periodic revision is planned for the remaining areas; maintenance
(or in some cases initial production) of these would be undertaken only
as warranted by a marked change in an area situation or in its signifi-
cance to U. S. national security interests.

4. Supplementary coverage
Planned supplementary coverage is highly selective and is
based on the importance of the specific topic to the area, identifiable
user requirements, and availability of alternative coverage. Out of
a possible 25 supporting elements for any NIS area, the average
planned coverage is only 7. Maintenance cycles will vary among
topics and among areas to which specific topics pertain, in accordance
with stability of the subject matter and producer capabilities.
The annual production rate for the General Survey remains
at the same level as in previous years. Rates for supplementary
elements reflect some reductions; however, the plan shows a re-
allocation of more limited production capabilities for concentration
on topics of greatest importance to the area and most responsive to
user requirements.
6. Application
The NIS Committee requests USIB approval of the plan as
a long-range production programing guide. The plan will be im-
plemented flexibly and reviewed annually. Adjustments will be
based on changing user requirements, priorities, and production
capabilities. It is the Committee's intention routinely to discuss
in its Annual Report to USIB any significant changes to the plan.
In addition, an annual production schedule will be submitted before
the beginning of each fiscal year.
