Attention is invited to Attachment "A" wherein the Finance Officer at 0 requests permission to pay a per diem rate of p8.00 per day for air travel while traveling within the area. As will be noted, this request is based on his interpretation of the language used in the second paragraph of Section 45 of the Standardized Government Travel Regulations. Assuming that the language itself expresses the intent of the Regulation, the Finance Officer is justified in his request for permission to pay the rate of .0.00 per day. 2. It appears the purpose of the Standardized Government Travel Regulation is exactly what the title implies, the standard- ization of travel regulations. Any deviation because the rate of per diem for two of the countries in the area are the same would appear to defeat the intent of the regulation. It should be noted that the per diem rates set in appendix I of the regulations are subject to adjustment at any time. This fact alone would lead to confusion since any change of rates for either of the countries involved would, of necessity, require a reduction to the :6.00 rate for air travel. 3. The hearings outside of CIA which preceeded the issuance of the regulation are unavailable to the Finance Division and would probably aid in a determination of the matter. It has been informally ascertained that as of 19 January 1953 no decision has been released by the Comptroller General of the United States regarding this particular clause of the regulations. 1[. Since this matter involves a policy determination the question is submitted to you for your consideration and opinion.
