In connection with the review and revision of Personnel Office budget estimates for FY 1954, you are advised that these estimates do not provide funds forMoofficer personnel assigned to the Military Personnel Division. The positions occupied by these officers are not included in the - T/O positions on which the budget estimates are based. 2. It is noted that the Memorandum of Understanding, dated 26 November 1952, agreeing to reimbursement by the Agency for certain officer personnel beginning with FY 1954, provides that payment to the Department of Defense will be made in a lump sum computed on an average salary basis. Also, it is understood that funds for FY 1954 have been budgeted on a lump-sum basis. Since this practice would seem to be administratively simpler, the sug- gestion is offered that these funds continue to be provided on an Agency lump-sum, rather than an office, basis. H. H.
