A discussion was held concerning an informal request of 25X1A s.s to the availability of 30O RS_6A's. Some members of the Board were of the opinion that it might be advantageous to have local suppliers work on short--term projects such as the R^-13 plans to have the OC-L Liasion Officer canvas the local a-,rea for potential suppliers of the development of ?lectronic equipTert b. AR-2 and AR-3. It was pointed out that five AR-2's should. be completed by 15 April 1956 and that five AR-3's should be ready by the middle of June 1956. The question arose as to whether it would be advisable to make ten AR-2's rather than five AR-2's and five AR-3's. Fabrication of the ten AR-2's could be OC-P, cor.[pleted by approximately mid May. Representatives of OC--P, OC-O& , OC-(1&T and OC-E are to vies t the Laboratory and are to view the & breadboard model of the AB-3 and discuss its operation-; and OC-E advantages with the project engineer. They are to rake a decision Action as to whether work on the AR-3's is to continue or whether it is to be suspended until work on the ten An-2's is completed. With OC-O&T a view toward field testing these units the Board asked that 25X1A Action action be taken to find where the transmitter terminal. 25X1A equipents are now located. Co Logistics is having some difficulty in negotiating a contract because of a recent 25X1A ruling which was made by the Comptroller General regarding the method of o+mrputing contractual overhead. All of the components of the vacuum tube version of the RS-l._ have been received except the ER-11-R which is due April 15. The Daboratoyy has tented these units and believes that the defects which have been found should be fairly easy- to rere ,. These units have been forwt.rded to the Contractor for minor modificatior_s. 6. asked whether anyone at the Board meeting had. kn.otrledge of anyone in OC contacting '11SA about a speech security system. stated that TSS had referred a proposal frcm for a speech privacy system to him. This system, ass to mane ;p. es, was a privacy system only and was not complex enough to give cryptographic security. forward the Proposal to ho tught that possibly another cryptographic system had been taken to NSA for cc rent and had been taken out of the regular OC-S channel. IV. The meeting adjovxned at 1535. The next meeting of the Ideas and Requirements Panel (Review of FY-57-58 Budget) will be held on 18 April. The following persons were in attendance: IT. Under Agenda Item I, Old Business: 1. The Minutes of Meeting #53 and the special meeting of 15 February 1956 were reviewed and approved by the Board. 2. The Operations and Training Division requested information as to the current status of the AR-2 program. The Engineering Division reported that five-of the AR-2 units were being fabricated and that following these, AR-3 units would be produced. It was agreed that representatives of Q&T and Engineering would discuss this matter further. III. Under Agenda Item II, New Business: 1. The proposal for additional development work on the 25X1A equipment was discussed in same detail, and the Board concurred in Paragraph 5.1 of the staff study submitted by the Engineering Division with the following modifications: a. Off-line cryptographic equipment should be developed and provided, and reperforating as well as printing equipment should be developed and provided. It was further agreed that in carrying on this work the priority of development would be off-line equip- ment over-on-line equipment and reperforating equipment over printing equipment. After some discussion as to the validity of the require- ment for Communication equipment, the Board decided that the Operat ons an Training Division should review the requirement for such MW from both the point of view of the short-term an ong-term need and should correspond with the Chief, who had presented this requirement before reaching a final recommendation. The Operations and Training Division was instructed to report back to the Board its findings and recondations. 3. It was the opinion of the Board that the field request for CV-1 units should be referred to the Operations and Training Division for action. IV. The meeting adjourned at 1610 hours. The next meeting of the Ideas and Requirements Panel will be held on 21 March, and the next regular Board meeting will be held on 4 April 1956.
