At meeting ,#43 of 6 April an Engineering Division proposal for the development and production of 4 tuning kits to permit remote control. transmitter tuning of the 231D transmitters was OC-SP discussed and it was directed that the Supplemental Programs and Division and the Operation and Training Division would meet and OC-O&T determine the validity and urgency of the requirement for remote ACTION control transmitter tuning, and that the Engineering Division would look into the availability of high frequency broadcasting transmitters that could be tuned continually over the Inter- national broadcast bands. 2. The representative of the O&T Division reported that they had explored the need for such transmitters and they felt that if such units were available they could be used for agent type of operation where desirable. 25X1 25X1 3. The Supplemental Programs representative reported in con- siderable detail on the need for such equipment in th type of operation. He pointed out that there was a a proper propagation path to the strong possibility that anther broadcasting center such as E: would be established. He further established the fact that a cce n.ittee that had been established to investigate the effectiveness of the Agency propaganda broadcasting activities had definitely determined ;. It was further stated that as a matter of fact planning was underway to install 2 additional transmitters at the base. 6. The SP representative concluded his presentation by stating that even though there were no immediate requirements, in his opinion the Office of Communications should have the type of capability that will be provided by remotely tuned transmitter units. 25X1 Y. It was the opinion of the Board that a valid requirement existed and since is presently engaged in such activities the equipment should be made available to them. IIi. 1. The Board next reviewed the presentation of the Engineering Division which listed the cost for new transr:iitters which would or could be made to meet the requirements established above. 0C-E 2. Following a review of the engineering data, the Board ACTION directed the Engineering Division to enter into negotiations with for the develorment and fabrication of 4 sets of Servo control units for the receiver and trans- mitter positions at a cost of approximately 30,000 and for the development and fabrication of 4 modification kits for Servo tuning model 231D transmitters at an approximate cost of $60,000. 3. The Engineering Division representative distributed the draft of a proposed letter to the DD/P Materiel Board in which guidance in the Project was requested. After considerable discussion the Board agreed that a letter should go to the DD/P requesting a determination of the operational requirements and characteristics for project and the determination of which technical unit k(X or T33) OC-E should have the responsibility for this program. The Chief ACTION Engineer is to obtain necessary coordination before submitting New Business OC-E ZTl' ie OC-.P representative introduced a memorandum from the Chief and Engineer requesting guidance relative to the future program OC-OePL for the RS-1. That the dies for such equipment should be retained. b. That major repairs on such equipment should be made. c. That procurement of parts peculiar to permit main- tenance of this equipment should be made and that the stock level of such parts should be determined jointly by the Engineering and 0&T Divisions.
