1. Attached is a draft of a section in the proposed
Directorate Handbook on Personnel Policies and Procedures.
This section would be entitled, "Organization and Operation
of the Directorate Career Service."

3. On 16 October 1974, a draft on "Directorate-wide
Counseling Program" was given to the Office Directors (who
are the members of the Senior Personnel Resources Board).
Mr. Blake stated that he planned for Mr. McMahon to discuss
with you the draft on counseling; perhaps these two drafts
could be discussed at the same time.
