Deputy Chief, Supply Division 25X1A FROM Chief. , DATE: 24 July 1969 SUBJECT: Coordination of Planning with the Office of Logistics The following are some typical examples of projects or tasks that are planned without participation of Logistics representatives during the planning stage: a. Operating Divisions often plan and/or make commitments to effect large accommodation procurements and shipments of material to foreign governments without Office of Logistics (OL) participation in the planning stage. Usually the requirements when presented to OL are firm and in most cases always carry a top priority which not only upsets the scheduling of other priority work in support of Agency operations but often presents problems in procurement, shipment and secure handling that could have been better accomplished if OL had participated in the initial planning. b. OSA, a user of large quantities of equipment, does not include OL in their plans for the disposal of equipment or close out of bases. Early planning and coordination with OL could result in more efficiency at less cost. c. The Office of Security (OS) in liaison with other Government agencies frequently makes commitments involving logistical support prior to any contact with OL.
