Reference is made to your letter of January 8 further in
oonneotion with our letter of August 29, 1947, to the Navy Department
in regard to the preparation of information in faports of certain
commodities by ocean route, shipping weight class of vessels, etc.,
and stating that funds in the amount of will be provided
by your agency. Since it is now your agency rather than the Navy
Department which is requesting this information, we are transmitting
herewith in du lioate our Project Estimate Fora Ads/8-316 in the
amount of in
to cover the estimated cost of oostpiling the data
for the calendar year 1946.
It is our understanding from a telephone conversation between
of your office and Mr. Weiss of the Foreign Trade Division
of this Bureau that you would like these tabulations prepared in a
form suitable for multilithing. The requested tabulations will be
transmitted in that form in accordance with your request.
Since the original submission of our estimate to the Navy
Departmient in August 1947, the Bureau of the Census has, with the
approval of the Bureau of the Budget and the Board of Segineers for
Rivers and Harbors of the Department of the Army, undo ken a pro-
joet involving an expenditure of approximately Oduring the next
few months to provide the Board of Engineers with certain data on
foreign water-borne commerce of the United States. Since this special
project for the Board of Engineers will involve the processing of
current data, it will be necessary to give this operatics the highest
priority. The special compilation which you now request will, there-
fore probably not be transmitted until about four months after the
receipt of your authorisation on Form Adm/3-316.
If the cost and tine estimate carets with your approval, please,
indicate your acceptance by signing the oarbon copy Form Adm/5-316,
completing sage as indicated thereon, and returning that copy to me.

(b) This estimate is submitted with the understanding; that we may
commence the work not later than

This work will be undertaken an a reimbursable basis after receipt of
your acceptance of this estimate. If the use of a purchase order
is required by your Agency, it must be furnished at the time of
accepting this estimate.
It is possible that the actual cost will be less than the estimate.
However. if the cost exceeds the estimate, your agency must, of course,
be prepared to pay the difference. A careful record will be kept of
all expenses and at the completion of the work, an adjustment voucher
(Standard Yom 1080) will be submitted to your agency for payment.
