Reference your memoranda, same subject, dated 16 and 19 January, Foreign Documents Branch is at present believed to be capable of starting 2 5X1A on the requirements for Project is specified by the Assistant Direc- tor, ORE, in his memorandum of 1L January. The continuing and future adequacy of Foreign Documents Branch to fulfill the commitment of prepar- ing a complete bibliography of Soviet periodicals of intelligence value depends on factors which are difficult to assess accurately. Insofar as such factors as workload, availability of personnel, and the priority situa- tion are predictable, however, Foreign Documents Branch should be able to undertake this additional responsibility on a continuing basis. 2. Reference Paragraph lc of your memorandum of 19 January, Foreign 25X1A Documents Branch is currently unable to undertake the exploitation of all the uncatalogued and unshelved Soviet publications now on hand in the Library of Congress, since it is believed that this material represents the accumulation of approximately four years. The ORE requirements for 25X1A project ~ refer specifically to ticurrent Soviet periodicals". 3. Implementation of Project - has been discussed with representa- tives of the Assistant Directors of i'Leports and Estimates and Collection and Dissemination.
