SUBJECT: Financial Support of the NIS Program

1. It is recoranended that CIA and the IAC Agern ies reach general
agreement concerning the financial assistance which each will provide in
support of the NIS Program. The IAC Agencies have accepted the major
responsibilities for producing the NIS including collection, collation,
research, and compilation. In turn, CIA is responsible for coordinating
the NIS Program, and for editing, printing, and disseminating the finished
NIS ,
2. In line with these responsibilities, it is suggested that
CIA assume the full cost of the following services required by the NIS
Program, in addition to the cost of editing which is performed by the
Basic Intelligence Group: 25X1A1 D
a. Geographic name research performed by the
_ (Estimated annual cost: X100,000.}
b. Preparation of all standard base maps and all finished
map drawings prepared b y Map Branch, ORE.
c. All printing costs including map reproduction (Estimated
annual cost: X500, 000}
3. This proposed support of the NIS grogram by CIA should remove
the difficulties experienced in the JAMS Program vrhere the prorating of
costs among the participating; agencies resulted in much friction and mis-
understanding. Even with this financial support the various IAC Agencies
will be hard pressed to meet their commitments under the PdIS Program. In
short, it appears probable that CIA will be called upon to furnish finan-
cial assistance at least equal to the cost of the services outlined in
paragraph 2 above, and, in order to avoid, the difficulties inherent in
prorating costs, these funds should be applied to those services which are
most .nearly consonant with CTA~s responsibilities under the T1I5 Program,
