In industry, the old and familiar shortcomings--inefficiency, poor output quality and,
above all, the fear of criticism which these call forth--continue to claim their she
of official. attention. A kind of passive resistance to upward revisions of production
norms is seen in the reluctance of certain industry officials to "cooperate" with the
Stakhanovites in their plants since the latter are expected to establish new production
records. This attitude, though officially referred to by the mild adjective of
"conservative," is said to be acting as a brake on production progress. It may also
account, in part at least, for the "failure" to utilize available machinery to full
capacity, a target of frequent radio and press criticism.
The zigzag pattern of Moscow's ideological offensive along the Ukrainian front reveals
that no facet of this Republic's life is left unattended. This time it is the medical
profession which does not appear to toe the prescribed line. The adoption and
integration of Pavlov's theory in practical science are disappointingly slaw since a
number of noted Ukrainian scientists have not yet changed their "wrong attitude"
toward it. Nor are any of Pavlov's works, officially all Soviet scientists, being proclaimed as the standard guide for
published in the Ukrainian language. Little ideological
progress if. any is noted also in Ukrainian drama and stage production in general:
They do not lay sufficient stress on "Stalin's friendship of peoples."
