SUBJECT: Weekly Activities Report for Period 9 - 15 June 1960
1. The JCS (E&E) Orientation Course for thirty-one`--
representatives of various Military Headquarters was
concluded Friday, 10 June. The general consensus of
opinion of all participants indicates it was a successful
program. I attended a-number of sessions including the
final course-discussion period, out of which the following
items are most pertinent:
a. Because some of the attendants had no
background in clandestine operations or knowledge of the
Agency, we should spend more time on a basic introduction
to these subjects in future programs,
b. We should explain in more detail the answers !
to their questions on how Agency E&E assets will become
operative in a Hot War Situation. This area came in for
a good bit of discussion, and I was under the impression
that the Air Force and Navy were not really satisfied.
I recall, this same question was raised in last year's
course with generally the same results. The military
,
understandably, because they do everything according
to an established SOP, are expecting the Agency to be
building E&E mechanisms per their requirements, and are
looking for the data with which to brief their air crews.
When we tell them we are unable to do so, we should
!explain more fully why we cannot.

3. ORT #12 (PM) commenced on 13 June with 20 Agency
Reserve Officers participating.
4. The hubbub created by a number of JOT's in
connection with promotion quickly subsided, and it
appears all are satisfied, although not necessarily

2. ORT #11 M was completed on 10 June.

certain individual's statements reflected increases from
promotions and others did not. Because she considered
it purely administrative, Thelma referred their queries
to the JOT office through the office of C/OS. When
brow ht to our attention by OS, we immediately called
25X1A9a for details, after which he notified each of
the n v duals concerned which quickly put an end to
the matter. Among the six whose promotions were delayed
because of security v1totions there were two or three
who felt that this was rather rough punishment, but all.
recognized there was no recourse because it was a matter
of policy.
25X1A9a 5. A former JOT, addressed the OC
class on Monday. He wa .. in the last period
in the morning by condensing the previous periods of
instruction. After a five minute introduction, in
which he summarized what he had done since he had
completed his training in 19555, he asked for questions

available particularly the telephone exchange,
and asked, W We wou be willing to make them available
to support their technical training program. I told him
that this appeared to be a reasonable request, which would
undoubtedly receive favorable consideration, but that
a formal request through the proper channels would be
in order. This was agreeable, and it can be expected
that he will take action in the near future. Thirdly,
he indicated that he was not quite certain what was meant
by the provision that we maintain a capability for tutorial
instruction in counter measures since they have core lete
facilities including a safehouse 01 25X1A6a
for this purpose. He wondered how suc requirements
would be placed on I told him, it was my
opinion that these WNWimarily to situations where
an individual or a small group was being trained or briefed
in two or three of the special activities conducted hero,
and that if there was a requirement for counter measures,
it might be best to include it also. As an example I

a program including all of which would
be presented here. some exposition of counter measures
was required it could conceivably be added to our schedule,
and presented here as being more efficient and easier to
administer; however, I did point out that this was
my own opinion, and any resolution of doubt in his mind
should come from C/OS.

next assignment. He said it was a most profitable
venture. Incidentally, this was John's last official
effort for OTR.
