SUBJECT : Proprietaries and Other Covert Facilities Maintained
by your Office
1. In light of current concerns on certain aspects of covert activities,
I would like to have an oral presentation to the Assistant Deputy Director for
Support regarding all proprietaries covert entities or covert facilities
(including safehouses, but excludin and the Logistics
Depots) which are maintained by your ce. s e for these briefings
is attached. The presentation should cover the following:
A. Identify the proprietary, covert entity or facility together
with a brief history of its. formation and existence.
B. The necessity for continuing the activity, together with a
judgment with regard to the possibility of the requirement for the
activity being met satisfactorily through overt or staff rather than
covert means.

C. The organizational. and operational procedures and the
manner in which it is controlled and directed by your Office.

and the annual operating cost together with your judgment of the
value received.
F. The Administrative Plan for Fiscal Annex for those
activities which have one.
2. Any activity which appears to be of marginal value or possesses
serious deficiencies or security weaknesses will be the subject of a moATINTL
intensive study with a view to taking corrective actions or eliminating
the activity.
