SUBJECT . TSD Space Planning and Force Strength,
1975-1980
1. Since our initial space planning late last year for the period
1975-80, a number of significant changes in our thinking have taken
place which should now be incorporated in any future building plans
to house TSD operations. A number of factors which have influenced
our thinking in requesting a new look at TSD space planning are:
first, a considerable broadening is envisioned in the
communications and electronics programs; second, provision for
a limited in-house development and production capability; third,
some realignment of TSD personnel, particularly in the audio and
graphic arts to meet worldwide requirements; and lastly, some
increases in operational support involving special devices and training.
2. I have attached a recap of our planned headquarters force
level in the period 1975-80 by the various components in TSD. We
have screened the total TSD activity as close as we can, as well as
the number of employees we will have to provide space for at that
time. In developing the force structure for the future, the following
changes are now contemplated in housing TSD in one single building:
a. Termination of the activities of TSD and
relocation to the TSD headquarters complex. Regrouping
of the activities with the TSD headquarters
complex would improve management control and produce
certain economies in both reaction time and operating
costs.
b. Provision in the new building for a limited production
capability of specialized TSD electronic items.
c. Realignment of a limited number of personnel, particu-
larly in the audio and graphic arts fields, so as to enable

increased operational support mounted from head-
quarters. This will call for an increase in head-
quarters strength and a commensurate reduction
in overseas field stations. We would estimate a
possible n of twent three 23 personnel
(18 audio and 5 to the headquarters complex
in such planning, taking into account future improve-
ments in jet air transportation, as well as a probable
decrease in certain overseas official cover activities.
d. Increased emphasis in training in theDD/P as well
as probable expansion in the special devices area
of TSD will require some additional personnel and
facilities in the time period under consideration.
e. A sizeable increase in the
Group is anticipated to provide for more D&E effort
to provide additional communications systems across
the board for DD/P operations. In addition, provision
is to be made for increased covert action activity in
the nd related counter intelligence
operations.
3. With the above changes in both complexion and organization
of TSD in the future, the following new space will be needed as an
addition to our previously submitted requirements:
a. Quick Reaction Facility
(including a production facility)

b. Equipment Suitability Group Labs
8, 888 sq. ft.
c. Training - Increase in space for
additional classrooms, operational
training, etc.
