CENTRAL INTELLIGENCE AGENCY
25X1A2g
PROJECT
COURSE NO, 14: 23 - 27 September 1968
BACKGROUND, OBJECTIVES, AND SCOPE
25X1A2g
Since 1954 the CENTRAL INTELLIGENCE AGENCY
has annually presented an orientation course, known
as Project to senior officers of the Unified
and Specified Commands and to certain individuals of
CONUS elements. The primary objective of this ori-
entation is to maintain and improve CIA - DOD coop-
eration by providing selected members of the Armed
Forces the opportunity to become more fully and ac-
curately acquainted with CIA's mission and capabilities
in peace and war. Key CIA officials will discuss the
functions of their components, with specific attention
to CIA's role in areas of common concern to the Intel-
ligence Community. Also, special emphasis will be
placed in the course on matters of direct interest to
the Armed Forces, such as war and contingency plan-
ning, scientific and technical intelligence, and the co-
ordination of foreign intelligence collection activities.
It is hoped that these briefings will contribute to a
better appreciation of how CIA and the military services
can provide mutual assistance in the difficult and vital
tasks which confront us all.

EXTRACTS from Projpct
Critiques
The candor with which the course is presented, the
opportunity to hear and meet with the Agency's top
echelon personnel, the aerose-the-board briefing*
have set apart Project from many similar
Washington area orientadeng by it being much more
profitable. In this particular instance, I feel that the
expenditure of govern:neat fonds to send me here well
worthwhile. The professional Went with which the
Agency appears permeated is indeed impressive.
Helms talk was worth the price of admission.
Tour organization because of its very aster* and
the necessity that its akteat and modus operandi not
be publicised makes for a misconception and misun-
derstandisig. I believe it essential that the course be
continued.
I appreciate the privilege of attending. I also
appreciate better year problems and efforts. Good
sallies.
Vitally important to continue this course. Many
questions cleared up for me and wiU nerve to promote
better understanding and relationship in the field
echelons.
Would like to 02(prillila my appreciation to the
Agency for their hospitality and obvious sincere
effort to make the Project as meaningful as possible.
The dividends will be repaid many times over in
better relationships and hopefullya better and more
coordinated intelligence effort.

EXTRACTS - continued
I f..t a much better appreciation of the Agency'
role and objectiOns and lbw/tyre that this understand-
ing by the class will benefit the Agency and the many
military departments and *Meer* represented, as
well as improve the tiadtrstanding and usefulness of
the Agency to the military serivces.
I also feel that I should have been given this course
some 13 years ago before going on Attache duty.
I am impressed that is maay gen o
CIA participated. Some of them were s
best instructors, bet they had the informs
out. I was franidy amused that we were told as much
as we were. My OW:iciest d CIA (caused by some
bad experiences several years ago) is now
thing of the past.
Few * person. s*cb as me, just entering the intelli-
gence commuxiity after lo, these enemy years, the orients-
ties was a reel "eye epeaer."
Buisascraith stops by USG A cies ad Depart-
ments in Washington is Semetimes overwluticang - This
course does mach tit establish the "eyeball contact and
rapport" so important to the US implementation of
foreign policy, both, in Washington and overseas.
whether it is with a CT or Veined Command.
Many of the Military lops soot to know the facts
provided by year POI - it is often difficult to coordinate
a service. 31, or DOD psitiea if you are not aware of
CIA implicative..

Starting lb each Dspty Director, the presentations
were repeatedly outetanding. and each was of great
value in attoinbig the course objective.
No doubt about it. Course clarified a lot of 'Wound/r-

which CIA can assist and support the military com-

Speakhtg as a planner, the cors. was more than

I think that aLl senior officer* dealing with contingency

I w1d point out that there is a strong need on the

interagency coordinatissa and cooperation.

capabilities, and limitations, and reasons why you need
our aasisnmce on certain encomiasts. Another value to
roar agency is that I believe meet of the nsilitary reps
have a warmer attitude (clOser rapport) towards your
people now. The agency is often viewed as & vast,
celd machiae. The pernonalities of your speakers,
and the fast that yoga thattakt awash of your 'Indents

this notion.
I fouad the course to be most informative and very
stimulating. There is no doubt that I will be able to
de a better job is a result.

reasons.
It was worth a entire week to hear Mr. Helms.
