SUBJECT : Proposed Article for Support Bulletin
Changes in Differentials
REFERENCE : TL:SR-78 Standardized Regulations - Attached
1. This memorandum contains a recommendation in
paragraph 3. below.
2. Reference deals with protests by employees who have
had decreases in post differentials, and furnishes an explan-
ation of the purpose of the differential and the factors
responsible for changes. Reference is addressed to the
Heads of Executive Departments and Establishments, with the
last paragraph stating that a broader understanding of the
subject would be beneficial.
3. There is attached a sterilized, slightly condensed
article from the information contained in the reference.
It is recommended that same be published in the next issue
of the Support Bulletin.
