MEMORANDUM FOR THE RECORD
25X1A6a SUBJECT: Emergency Planning

1. We reviewed the Security Report and reached an agreement for solution
or for tabling of all issues but one, that of the suggestion for a horse patrol.
All present agreed that various considerations, including the lack of perimeter
fencing, coverage of the power site, reservoir, springs, etc., argued for the
necessity of a horse patrol. It was thought that two horses would do it.
a. In response to the item regarding improvement of badging procedures,
investigation indicates that we will have to invest $650 for equipment; all
concerned feel this is very necessary.
b. The automatic warning system for the tower site is under engineering
study by the Commo people.

c. The local "gadgeteers" at =think they can solve the automatic
lock for the elevator.

2. The items reported in the Safety and Fire Inspection Survey were
covered. There are several items, some of considerable cost, which must be met.

tection, but, under full occupancy conditions in the middle of the summer,
there may be need for water even for domestic use. My recommendation is
that the Assistant Deputy Director (Administration) direct and 25X1A9a

them to employ, if necessary, a geologist or engineer specifically quali-
fied for this problem.

b. An exhaust fan must be installed in the operating room at the
dispensary at a cost of $95. The cost is this high because the motor
must be explosion proof.
c. Fire escapes from the top two floors of are essential.
They should be outside and constructed of metal at roughly $700 apiece.
This should be authorized.
d. Construction of an incinerator for the burning of trash and garbage
should be immediately authorized. The minimum cost to take care of the
present amount of trash and garbage would be approximately $350. However,
it should be constructed to meet capacity needs, which probably would run
the price up to $800. At the present time, trash and garbage are being
burned at the edge of the property where the fire hazard is a real one.
Open burning is never satisfactory.
e. Purchase of a rubber floor pad for insulation purposes in front of
and around the main switch gear in the emergency generator house should be
made immediately at cost of about $80.
f. Four back packs for use in fighting brush fires should be purchased
immediately at the approximate cost of $33 each.
It should be noted that the preponderance of the safety problems_ are 25X1A6a
related to fire. They are all important and should receive immediate attention.
3. At the completion of the Security and Safety discussions, a second
meeting was held to review the present state of emergency planning. Only
and myself were present. Generally,

tions of the definite planning provided by the Agency to date, _ is ready for 25X1A6a
business. Many fundamental considerations which have been raised must await
action on the substantive planning issue which is now getting started with a
memorandum from the Deputy Director (Administration) to the other Deputies,
Director of Training, and Assistant Director for Communications. There remain
a few items which will be required under any circumstances, but which will
require the expenditure of additional funds and under the general economy
pattern these will be raised specifically at the Wednesda 1 h) meeting.
Otherwise, I have recommended that make no 25X1A9a
attempt to further revise, at least in any fundamental fashion, their emergency
plan until the substantive determinations have been reached.
