Memorandum for the Record attached) had cleared the majority of the items of
the two reports. In reviewing the 10 March Memorandum for the Record, the

first of which would cover those items needed under any circumstance and the
second to cover those which might be subject to later determination upon
completion of the substantive planning. A discussion of the problem of
