PLANS, PROGRAMS, AND PROJECTS

regarding either original or subsequent approval of;

b. Projects not exceeding $25,000 in any one fiscal year which are
approved by a Deputy Director and for which funds are available within
the budget under which he operates, except those projects specified
in paragraph 5a(3) below.
c. Projects which the Director specifically authorizes to be submitted to
him without Project Review Committee action.
Subject to the exceptions listed in paragraph 1. above, the Project Review
Committee reviews and makes recommendations regarding:
a. Original approval of:

All projects in amounts exceeding $25,000;
All projects in amounts of $25,000 or less when so requested by the
Deputy Director sponsoring the project, i.e., when questions of
significance which do not depend on dollar values are involved;
All real estate and construction projects a*+aZ.~
(1E) All projects and operational activities sponsored by the Assistant
Director for Personnel, the Director of Training, and the Assistant
Director for Communications.
b. Subsequent approval of:

All projects which, when initially approved by a Deputy Director
were for an amount not exceeding $25,000 but for which, during the
same fiscal year, additional amounts are required which bring the
aggregate to more than $25,000;

(c) Approval in principle only, and a general earmarking of
funds for the balance of the approved program which has
not been set forth in sufficient detail to warrant the
specific allotment of funds for activation of particular
projects or activities which will be submitted in detail
later in the fiscal year.
(1) Approval of the Director of Central Intelligence is required
for all projects and activities except as outlined below:
(a) Special authority to approve designated types of projects
may be given to individual officials by the Director, to
be exercised within specific monetary and other limitations.
(b) The Project Review Committee" ?~ny Deputy Director, er the
may act finally on projects not exceeding $25,000
in any one fiscal year provided that funds are available
within the budget under which the project is proposed.
(2) Upon the approval of projects the Comptroller shall issue
allotment advices which constitute authorization to obligate
and expend funds for the activation and implementation of the
projects concerned in full compliance with applicable Agency
regulations.
(3) After approval of a project, any commitments to an outside
agency involving the possible transfer of funds from CIA may
only be made by the Comptroller after coordination with the
Bureau of the Budget.
(4) All financial arrangements involving transfers of funds shall
be made by the Comptroller.

The Project Review Committee performs a staff function for the
Director of Central Intelligence in the consideration of programs
and projects for approval.
The Project Review Committee, its operation and general criteria
governing material to be submitted for Project Review Committee
consideration are set forth in Regulation No. - the
