1. As I indicated to you on Wednesday, the two major changes in the
above Regulations which were requested in the initial coordination were as
follows:
a. Extending to the Assistant Director for Communications
the authority to approve projects up to $25,000.
b. The eliminating of the details concerning the approval
procedures for FI projects as requested by DD/P.
2. The Regulations have been retyped to eliminate the Assistant Director
for Communications from those officers having the authority to approve projects
up to $25,000.
3. No change has been made in the recommendations of the DD/P which reads
as follows:
"Special authority to approve designated types of projects may
be given to individual officers by the Director, to be exercised
within specific monetary and other limitations`,'.
The above quotation is a substitute for approximately a page and a half of
material, identified as Tab A, and lined in red in the margin. The effect of
this would.be that each time the Director gives specific authority to an individual,
copies of this authorization would have to be forwarded to the Comptroller and
made a matter of information to the officers charged with disbursing funds for
the various areas. I feel it would be possible to operate effectively under the
language proposed by the DD/P.
lF. We have rewritten the letter of transmittal which had been prepared by
for your signature, eliminating the proposal regarding the
Assistant Director for Communications.
5. Inasmuch as there is some urgency about the final coordination, I
suggest a handcarry coordination.
6. It also would probably be appropriate to talk with 5X1A9a
on the phone and indicate to him personally that his reques : _ __ P____ _ ,, , _
approve projects up to $25,000 can not be included. If this were cleared, I
feel there are no other items to which exception would be taken during the course
of the coordination.
