Attached for signature are proposed Regulations Nos.
25X1A concerning submission of annual reports and projects to
Cormdttee. Inasmuch AS the Director has now signed
25X1A the basic Regulations Nos, (approved 30 March 1955)
for youtoawt77-Rirnoaet- attached.
2. As you will recalls these Regulations have been well coordinated
25X1A and you had previously concurred in the present text, with the exception
of a question about paragraph 2.e. in Regulation No. This pro-
vides that all copies of project outlines will be returned to the Recording
Secretary of the Project Review Committee after PRO consideration has been
completed. TOU had raised the question as to whether the Comptroller
could adequately perform his functions if he did not retain a copy of
the outline This has been discussed at length with the Comptroller,
425X1A9a and )h... Lloyd, and the concensue of opinion is
that it would not be politic at this time to press the DD/P to permit
the retention of the project outlines in the Office of the Comptroller.
Ths information contained in the project outlines is currently being
made available to the Budget Branch by the office of interest within
the DV? organisation, and the Comptroller does have access to the
information when required. It would be more in the nature of a con
venience than a necessity.

3. Accordingly, it is recommended that you approve the Regula
tion in question as it-is presently written and save this point for
resolution in the future.
