the wording which constituted the area of conflict, This working paper was read
by all present before the meeting proceeded to discuss the problem at hand.
There followed an extensive open disc ussion during which certain points
ed:
a) It was not precisely clear as to who had generated the controversial
language,
b) It was acknowledged that the referenced language was susceptible to
various interpretations and could therefore readily generate diverse
criteria of functional responsibility for operations.
C) DD/A elements expressed the opinion that the requirement for initiating
the functional review by the Budget Division of operations had been laid
on the DD/A by the Director through the Inspector General to include
additional personnel as required.
d) DD/A elements were unaware of the thorough staffing and review process
effected through exlstant procedure s and admitted the possibility of direct
duplication under the principles set forth in the questionable language in
Administrative Plans.

1954 at 1400 hrs, in an endeavor to either:
a) Resolve the problem.
b) Establish 1)1)1? and DD/A positions for presentation to higher
authority.
