Dulles:
To assist the Commissioner of Education in discharging his
responsibilities under the National Defense Education Act of 1958,
the American Council of Learned Societies has undertaken a survey
of foreign language needs and training facilities of the federal
Government. I am enclosing a letter from Dr. Frederick Burkhardt,
President, American Council of Learned Societies, which outlines
the purposes of the survey, and a questionnaire designed to secure
basic information 'about the foreign language needs and resources
of the Government.
I understand that there may be reasons why you would be
unable to release information about your agency in as much detail
as is requested on the enclosed form. But I am wondering whether
you could supply information that would permit the American Council
of Learned Societies to take into account the important require-
ments of your agency in the coming years.
I will appreciate your cooperation in this matter. Perhaps
you could inform Dr. Twaddellof a staff member with whom he or his
staff can consult regarding this important problem.
