During the years 1956-1957 five staff personnel resigned from CIA who were assigned to SE Division. Two were Grade-14, one Grade-13, one Grade-12 and one Grade-11. Three resignees planned to join separate commercial companies-(two, Grade-14, apparently expected to earn higher salaries than they were earning or expected to earn with CIA and the third, Grade-12, felt he had a greater financial future as an insurance salesman than as an Intelligence Officer); one went to another government agency (from our point of view it was desirable for him to resign); and one resignation was in lieu of dismissal. 2, We do not see in these resignees from SE a pattern of concentrated recruitment by any single company, companies engaged in common effort, or another federal agency.
