MEMORANDUM FOR: Director of Personnel
SUBJECT: Loss of Experienced Employees
1. In reply to your memorandum of 29 January 1958 on
above subject, I am happy to advise that in the past six years OBI
has had only one resignation in the grade range GS-11 through
GS-15, and that resignation was in the interest of the Agency.
Our only other losses of experienced personnel during that period
have resulted from transfers to other components of the Agency,
mostly to the training program.
2. The problem you have outlined has not, therefore,
been a matter of concern to OBI thus far, nor do I have knowledge
of any outside employers presently attempting to recruit CIA
employees on a systematic basis. It is my earnest hope that
we will not be faced with this problem as the nature of our work
is such that the experience factor in our staff is especially
important.
