Memorandum for: Acting Director of Central Intelligence
Subject:
Polygraph Operations
1. This memorandum contains a recommendation submitted for
DCI approval. Such recommendation is contained in paragraph S.
2. Attached is the polygraph policy paper (Attachment A) for the
Acting DCI'a signature to supersede the memorandum signed by the
Director on 16 July 19SS (Attachment B).
3. This brings the policy up to date with the inclusion of an
amplification of Section 2(a)b. Section (d has been changed to cover
the new contract types recently defined in
4. We have included also three types of cases where experience
and public relations have dictated that they not be tested. (See Sec. 3,
Attachment B.) These include among others serious cardiac cases
and the 17 and 18 year old girls.
S. We have also stated that we are attempting to locate and
train a suitably qualified female examiner.
6. Section 3 Charts, which in the new paper is Section 5, has
the addition of sta...-type contract employees (both domestic and
over*-*&s) and distinguishes between overt and covert canes.
7. Section 4, Attachment A. has been amplified to indicate that
recordings are for the mutual protection of the polygraph examiner
and the individual as well as a. means of a check on the Interview.
