Report for Chairman, Subcommittee on Government
Employees' Security Program
1. This is for the information of the Director of Central Intelli-
gence and for signature of the attached letter to Senator Olin S. Johnston.
2. The individual mentioned in paragraph 2 of the attached letter
was employed by the Agency on 15 February 1952 and resigned on 27 January
1956. This resignation followed a polygraph interview in which infor-
mation regarding homosexual-activities was developed.
3. We have checked into the matter of how he could be employed
by another Agency following his departure from CIA and have found that
he was restored to the position in the Post Office which he left prior
to coming to CIA. In view of his having re-employment rights with the
Post Office, there was no requirement for the Post Office Department
to check with the Civil Service Commission to whom we had reported this
case through special channels.
