Memorandum to Undersigned, Subject: Directed
Assignments, dated 6 May 1957
1. Early in May, 1956, the Office of Training decided that the
Instructional Services Branch was to be abolished. was 25X1A9a
a Graphics Art Specialist with excellent language background in this
Branch, and he was designated for reassignment b the OTR Career Service
Board. He was offered a training assignment in the

fused. There is some reason to believe that his wife, who was a very
strong-minded person, did not wish him to accept this slot. Normal
and exhaustive efforts then were made by the Career Management Officer
and the Placement Officer of the Office of Personnel to locate a posi-
tion for this employee in the DD/P which failed. Efforts to locate him
in the DDS and DD/I also failed, and he was told thatwas the 25X1A6a
only available slot. He said if that were true he wo n, and he
set a date for his resignation for January, 1957.
2. In December, 1956, the Office of Logistics requested a
replacement for their Training Officer, Mr. who was being re- 25X1A9a
assigned to the Office of Trainin T areer Service Board
told the Office of Logistics that was available and placed 25X1A9a
him at the head of the list for this ass gnment. Logistics accepted
him. The transfer became effective on 11 January, and I am informed
that he is doing an excellent job.
3. Throughout this period the Placement Office of the Office
of Personnel knew all of the circumstances and was rendering every
assistance to reassign this man. He is retaining his OTR career
designation and will be rotated at the conclusion of his tour of
duty with the Office of Logistics.
4. It is my considered opinion that this is an entirely
normal procedure and that the man's refusal to go to was
prompted by personal and family reasons, and that the al ernative
was resignation, and the Career Service Board of 0TR felt that he
was too valuable a man to lose if he could be assigned to a suit-
able position in the Agency.
