Approved For Release 2002/06/27 : CIA-RDP78-04718A002100010032-4 MEMORANDUM FOR: 2 July 1956 SUBJECT: Operation Alert In a previous memo I mentioned I would probably be away for Operation Alert which is now set to start at 10 a. m. 20 July to run through 11 a. in. 26 July. On thinking over our part in Operation Alert, the thought came to mind that as a rule in emergencies there is no particular load upon the attorneys until the time comes to pick up the pieces. In fact all rules go by the board and the main job is getting the work done. I suggested to Colonel White that this being the case we might be considered as sort of a reserve to fill in in other capacities where our knowledge and experience would be helpful. He immediately said he thought this would work out well with the DD/S problem particularly where 24-hour duty would be involved as is proposed for Operation Alert. He would like you to think about participating in Alert as one of the alternates to the DD/S. This is still just an idea but I think well worth developing. One function we might do from both the legal and administrative point of view is to see what review can be made of emergency orders for other agencies such as reserve mobilization orders, price and materiel control directives and similar emergency papers to see what the impact would be on our activities and make some provision for coping LAWRENCE R.
