SUBJECT : Change 1
1. The subject Regulation is one that I had mentioned as
having taken considerable period of time to come out of the DD/P
coordinating process.
2. On 21 July the Comptroller sent the proposed change to
Regulations Control Staff for concurrence and publication. On
2 August it was distributed throughout the Agency for comments with
the request that the comments be returned by 16 August. By 23 August
all the comments were in except those from DD/P. The DD/P comments
were received on 12 January 19.56 and._recommendation was made for a
small change which, I believe, was to substitute the word "charges"
for "voucher" or some such minor comment. Subsequently we have had
to do additional work on the proposed change to the Regulation, which
has further delayed it, but this should not cloud the problem of why
a change of this nature which involves only relations between the
DD/S and the Comptroller should take five months to come out of the
DD/P offices.
3. The Office of the General Counsel advises today
25X1A9a in consultation with that the signature of the Director
is required for this c ge. The present wording does not permit
the extension of the authorities desired to the Chief, Finance Division
and I have returned the Regulation to the Comptroller to be reworked.
