The subject memo., an inter-office issuance in OTR., comes to us for information and retention. I cannot say that I agree with the idea of not showing a completed Fitness Report to an individual.; in my own humble opinion., to fail to do so is an evasion of super- visory responsibility - one that cannot be compensated for by certification to any prose having to do with "shaving discussed strengths and weaknesses with the rated individual during the latter half of the period reported on, etc." 2. I realize that this is a controversial topics but I would rather see the decision to show or not to show the report left elective rather than to prohibit it., as Matt has done here. I think a good supervisor does not expect to be a "pal" to all his people all the time; the test of supervision seems to me to be his ability t& advise his people of their performance., good or bad., and to achieve the results with a minimum of controversy.
