NEMORANDUM FOR: Deputy Director (Administration)
SUBJECT : Junior Officer Trainee Program
1. It seems to me that there might be some misunderstanding
in regard to the background of the Junior Officer Trainee Program
based on statements in your memorandum for the record, dated
15 December 1954. Possibly a restatement of the history of the
program should be made for the record in order to avoid any
confusion.
The history is as follows,-
a. There were originally one-hundred.and fifty (150)
JOT positions established.
b. In June of 1953, fifty (50) of these positions were
converted to Rotation Loan Slots. These slots were re-
designated Career Development slots in July 1953-
a- In August of 1953, ten (10) JOT positions and ten
(10) Career Development positions were transferred to
Instructor slots in order to meet Agency ceilings*
d. Of the remaining ninety (90) JOT positions, thirty
(30) were designated this fall as Junior Career Development
positions. Sixty (60) JOT positions then remained.
3. The action to be taken now, as outlined in paragraph 3
of your memorandum,, s in accordance with our agreement. However,
paragraph 1 might cause some misunderstanding and I thought you
might want to correct the record.
