The background facts are these: a. On 15 March 1954.9 the DCI approved the original draft of the Regulation, which spelled out the various proposed awards. Thus, he approved the granting of the various awards in princijle, as well as the language and conditions thereof. b. However, General Cabell was not happy with the various names assigned the awards, and asked that Colonel study 25X1A9a the problem further and make recommendations to him. On 21 April 25X1A9a 1954, Colonel - made his recommendations for changes in the designation of the medals, and as nearly as I can reconstruct it without being able to locate the original papers, on or about 25 or 27 May 1954, the DDCI approved the new names and discussed 25X1A9a with Colonel the actual design of the medals, plaques and ribbons for the awards. I do not believe that the DCI was drawn actively into the problem after 15 March 1954 25X1A9a c. Mr. - called my attention to the fact that Sec- tion 4.a of the proposed Regulation does not provide for the% selection of three alternates to serve on the Honor Awards Board, as well as the three principal members, and that it was the inten- tion of the Director of Personnel to incorporate that provision in the Regulation, though it seems to have been overlooked. As additional information, Per. - contends that since the old CIA Career Service Board had a share in the idea of granting these awards in the first place, the CIA Career Council should be cut in to approve actual design of medals, etc., and he recommends that this topic be brought up at the 2L February meeting of the Council. b. RECOMMENDATION: In view of the facts presented above, I recommend your concurrence, with the possible inclusion of the quali- fication in paragraph 2oc, above.
