1. It is requested that subject regulation, which is submitted
for your concurrence, be given immediate attention.
2. This regulation was drafted by the Chief, FI, DD/P. He
states: "The uncoordinated activities, in the field of cover, by
Agency operating units have resulted in frequent embarrassment, and
sometimes jeopard.ized the continued employment of highly useful non-
official cover devices, end have threatened to mar the reputation of
#,he Agency among the American business iM governmental c unities.
It is believed that the proposed regulatifsn will provide the necessary
instrument for achieving a much higher order of coordination of the
Agency's cover activities than esently obtains,
3. Request that your comments and concurrence be indicated on
the attached Concurrence Sheet and returned to this Staff by
18 February 1955.
