Coy---tom pprov!l?d For Rele _ /10 : CIA-RDP78 9471 A001700020025-6 at the Program Lev* No" and Ob$ectivees 1. The revised Clandestine Services planning system contmVUtees that Support Planning will be an integral and oonen rent part of the planning process. The yriuwy objectives of this principle are as f"ol- laist a. To ensure that operational plans are reasonably confined within the limits of aur over all capabilities and to ensure that in estimating time capabilities full. recognition is given to the fact that support capabilities are an essential part of the whole.- b. To provide a process for the detection of present or poten- tial deficiencies in our support capabilities in order that timely plans can be made and action taken to avoid or correct such deficien- 2. To accomplish these objectives it is recognized that operational planners not learn to give greater consideration to the support require- ments of their operations when drafting plan. for future periods. It is sioultaneeaus%T recognized, however, that operational planners do not have and should not be expected to dmlop such an awareness tf the complex problem of support planning that they can identify their support require- ments (to the support components of the Agency) with sufficient accuracy and comprehensiveness so that the latter can take adequate and timely action to met theice reaquireements. 3. The solution is to bring operational planners and support plan- ners into collaboration with each other in the process of determining what the rt r uiremees to of projected operations will be,, what the deticien" ci:es "t oa b ties are or will be,, and what must be done to rem any deficiencies in support capamilties* b. A complicating factor and one which dictates collaboration on support planning is the fact that the funds, authorities and plans neoes Berry to satisfy a portion of the support requirements =wt be provided for in the operational program of the 1)I)/P. In acddi.ti.on,, however, the funds, authorities and ply necessary to satisfy the balance of the support re- quirements swat be provided for in the planning documents and programs of pmt send anal ia_nf... the D]3/S. This fact alone roeomrner4e Joint d "VJW the major elements of the support requirement C1 4frs.
