1. The attached Regulation reflects the Agency's UTlemen._
tation of the responsibilities imposed upon the Director of
Central Intelligence by the Presidential Memorandum dated 13
March 19481 and Executive Order 10450, cued. 27 April 1i53. Both
of these directives impose a responsibility upon him to protect
the Personnel Security Files which are compiled and maintained : y
CIA.
2. Pertinent extracts from the Presidential Memorandum arc:
"`'he efficient and just administration of the
Fm loy b e ihyalty Program. , requires that reports,
records) and files relative to the program be
preserved in strict confidence ....
"...reports rendered by ... investigative agencies
of the executive branch are to be regarded as conf1-
dentlal....ehall be maintained in confidence, and
shall not be transmitted or disclosed except as
required in the efficient conduct of business.
"Any subpena or demand or request for information,
reports, or files of the nature described, received
from; sources other than those persons in the executive
branch of ;;.- rernment who are entitled thereto by
reason of :seir official duties, shall be respect--
f ull.y declined. , .and the subpena or demand or other
request shall be referred to the Office of the Presi-
dent... There shall be no relaxation of the provisions
of this directive except with my express authority."
