11EMORANDUM FOR: Acting Deputy Director (Administration)
SUBJECT: Part Time (WAE) Employees
REFERENCE: Staff Study Dated 12 November 1953 from Acting Deputy
Director (Administration) to Deputy Director of
Central Intelligence, Subject: Relative Merits of
Employing Consultants or Part Time (r/AE) Personnel.
1. Pursuant to the referenced Staff Study and your request for
action to change the status of those Consultants who are in fact part
time (WAE) employees, except as indicated below, action has, been taken
to convert all such employees.
2. A problem has been encountered in the case of four medical
doctors who are carried on our rolls as Consultants for the I dedical
Office. These four doctors are currently being paid at the rate of
'22 per four-hour day of service, or at the rate of $5.50 per hour.
The regular Medical Officer positions on the Medical Office T/0 are
classified at GS-l3, with the hourly rate at the base of that grade
being, 4.02. By using the discretionary authority vested in this
Office, we could approve their employment at the top of grade GS-13,
which would be yv4.50 per hour.
3, The Medical Office has not been contacted to ascertain whether
the Consultants would be willing to receive compensation at the rate
of $4.50 per hour. It is our belief that they would be unwilling to
do so on the basis of prior commitments and existin. contracts. Due
to their special qualifications there may exist adequate justification
to make no change in their status.
). In view of the above, your advice is requested as to whether
we should proceed in our attempt to change the status of these four
persons to part time (WAE) employees or leave them in their present
status as Consultants.
