If Section 6, "Social Conduct" is intended to mean what I think it is,
then that is met forth seems to skirt a ma or issue' 1 see with mention
whatever of "compromising personal relationships, e other
Agency employees or nationals of a foreign country." The bald and
innocuous statement that "The conduct of Agency employees abroad
must at all times be above reproach" has been said earlier in Section
1 of the Proposed Regulation; Wing it again here merely seems to
reveal our earrassment at coming to grips with the problem, and is
certainly redundant unless the word "personal" were added before the
word "conduct:
While I realize that you cannot legislate morality by regulation, it
certainly seems appropriate to recognize the fact that the Agency has
more to fear, and the individual more too low from having its employ" #
compromised through "doing *at comes ~nuuturallly" than by becoming addicted
to dope or alcohol as Section b of the Proposed Regulation specifically
states.
