MEMORANDUM FOR: Colonel White 21 November 53
SUBJECT : Airplane Travel
1. The previous instruction to Logistics by you on 22 October 1953
to draft something similar to the DD/I Notice has gone completely off the
tracks. On 29 October 1953, Logistics submitted a memorandum. Jim Garrison
concluded by recommending that no action be taken pending submission of the
applicable proposed Agency Regulation. Further, it was pointed out in his
memorandum that, in general, the Agency should not attempt to lower the stand-
ard of travel below that authorized by law in the Standardized Travel Regula-
tions.
2. In the meantime in various discussions involving the Regulations
Control Staff, Personnel, Comptrnlier, and Logistics, it was determined
that this particular portion of the regulation should be prepared by Per-
sonnel. Jim Garrison advised me on 20 November that Personnel has set a
tentative completion date of 1 January 1954?
3. I suspect the DD/A's Office is expected to be a mind reader since
in effect nothing is being done tc answer your earlier specific request:.
I would recommend that the attached proposed memorandum be forwarded to
Personnel.
