This Office is currently conducting a survey of the activity carried on by CIA in the Defector Program, a responsibility levied on us by NSCID 13 and 14. The survey will also include certain of the financial obligations incurred by virtue of discharging these responsi- bilities. 2. For purposes of the survey, a defector is defined as follows: Denotes an individual who escapes from the control of the USSR, or countries in the Soviet Orbit, or who, being out- side such jurisdiction or control, is unwilling to return to it, and who is of special interest to the U.S. Government because he is able to add valuable new or confirmatory information to existing U.S. knowledge of the Soviet world; 25X1A because he is of operational value to a U.S. agency, or because his defection can be exploited in the Soviet Orbit is defined to include Poland, Czecho- field. slovakia, Hungary, Albania, Bulgaria, Rumania, North Korea, Communist China and East Germany. 25X1A 25X1A9a 3?
